I had the same problem. I made the allstate band here in Tennessee and we played a piece that required fluttering. I had been in contact with my current professor here at the U. Of Memphis. And we have been working one using less pressure.
I kinda restructured that to the tongue. This has worked for me, so take it or leave it. It got easier when I got my monette mouthpieces too.
The flutter comes really from the front of the tongue flapping on the ridge in your mouth a little behind where the teeth meets the gums. I focused on really relaxing the front half of my tongue and letting the air do the work. If you try muscle e tongue doing it you'll get a harsh, uneven sound. Really try relaxing the tongue. I actually started with that nasty harsh sound and used it as a tool to soften it up.
But like someone said earlier, listen to people who do it well and get creative while trying to find a way for you to do it.

Pete, I have an admission to make. I have a defective tong!. I also cannot flutter tong, nor roll my r's and.. and... I cant whistle. It is most humiliating. I will be reading the advise here to see if there is any hope for me...

Try using tongs on your food, and your tongue on the trumpet. Hope that helps... |

I can flutter tongue, but only at extremely loud volumes.
This works for plunger solos, but is impractical for general use.
Any ideas?

That's a growl, which I find works better for plunger solos anyway. Get the flutter going too loud, then learn to back off. |

A growl is a vocalization, isn't it?
Using the back would be fluttering like a German rather than a Frenchman. (Although I honestly doubt that Germans usually play trompeten that way...) |

Flutter tonguing is usually done with the tongue and airstream (not the back of the throat as some have suggested, which would be more for a growl effect and not really flutter tonguing). While blowing, try moving the location of the tip of your tongue, placed against the top of the mouth, (just behind front teeth) and slowly move it back. It will take some experimentation. There is a point (and everyone is different) at which it will flutter more readily. Also use a good strong air flow, which will help to keep the flutter moving. If you just cannot find the sweet spot to enable flutter tonguing, then you may have a physical impairment as suggested by Dave Hickman. |

Put your tongue on the top of your mouth and force the air through your tongue.
