I've had good luck with the church suggestion. I've also practiced in closets, parking, lots you name it.

One suggestion is to check with food services. They might have a room that is a good compromise for you.

My experience in college was similar. Practice rooms were hot, you could hear your neighbor practicing like they were sitting next to you and it was annoying when the person before you threw away their hot lunch in the trash, leaving it to fester for a few hours and creating a smell that attacks you as you open the door.
Its part of the college experience
All in all I learned to ignore it for my studies.
Then again practicing outside was nice too... Even with the occasional distraction of a pretty face.

Practice rooms are something we all lived through. If you're worried about hearing loss, invest in a good pair of ear plugs to protect yourself.

I used to "break into" the performance halls if they got left open and nobody was in there as often as I could and sign out or use classrooms or rehearsal rooms as much as possible. It didn't always work out, and I did have my favorite practice room (I used to be the naughty @$^&^073 that would leave his stuff in the practice room all day... ). And there was always the quad when the weather was nice.

Performance hall lobbies are also great as long as nothing is going on inside the hall.

If your practice rooms are as unsanitary as you say (and I know some can be HORRENDOUS) get on your student council when there and affect some change.

Some of that is coping skills: learning how to perform in adverse conditions and developing concentrations skills needed. It's a necessary skill for a musician to be able to cope with and adapt to his or her environment.

When I was in grad school I was a part of a group that wanted to go to NTC. We reserved a small ensemble rehearsal room at the start of the semester for a few days/times every week. Even after NTC I would renew the reservation on a week-to-week basis and use the time to practice.

It was certainly easier to just use one of the practice rooms, which weren't bad, but I liked having a guaranteed, great space to play in at least once a week.

You might be able to do the same kind of thing, especially if you can reserve a chamber ensemble room during a time when most chamber groups aren't rehearsing. I.E. morning/immediately after large ensemble rehearsals.

Highly recommend parking garages and empty classrooms. I abide by the rule that every location is a good location to practice in until I am told otherwise if that helps.
