I made a tuner app for my band students that is free, and does exactly that. Check it out:

I use Tonal Energy. It has several practice tools all in one app, including a transposing tuner, metronome, and practice recorder. It' very intuitive and easy to use. I think I paid $1.99 or so for it, but it's well worth the money.

Agreed, I recently switched to TE from the Peterson strobe tuner. It has so many features, it takes some time to figure them all out, but the ability to make a recording, then play it back at a slower speed to listen and watch intonation is very cool.

Tunable here. It shows a graph of the pitch over time and you can adjust how narrow the green (in tune) interval is.
