I bought a slab house to rent out. I had to pull out all the carpeting- got it cheap for a reason. The perimeter has a crack all the way around. Do I care?

Probably not.
But you're asking trumpet players about civil engineering. Trumpet players are rarely civil about anything.
Do the windows and doors work properly? Are the window frames and door frames reasonably square?
A very common type of foundation is called "pier and grade-beam". Google it - there are lots of pictures. The grade-beam goes around the perimeter of the house and under any load-bearing walls. The concrete floor is poured on the dirt between the grade-beams.
What I see in the picture is the floor separating from the grade-beam. Very common, and they make a special epoxy to fix that.
Remember that Internet Advice can be worth less than you pay for it. Have a foundation contractor look at it before you cover it back up.

He said "slab house crack", not crack house slab.
Shouldn't you be practicing your scales?
