That's pretty common for IIIBs. The placement, or appeared placement, seems to go lower in the more extreme upper registers.
Here's a picture of Chris LaBarbera. Look how low his mouthpiece gets for a IIIB.

Regarding the trouble with those notes, you’re probably forcing. Remember, nothing can be accomplished by straining. Keep building by degrees, practice the right stuff, and those notes will come. _________________ Josh Mizruchi
