Several (if not many) years ago, there was an interview with Tom Harrell published in ITG. I don't remember exactly when, but I'm thinking it was around 2000/2001? It used to be online when they offered the archived journals, but now that that is no more, does anyone know how/where I would go about finding that interview?

Slightly off topic, but I'm going to the Vanguard on the 27th to catch Tom with Ethan's band. It's gonna be slamming.

The ITG has an article index on their website, which shows an interview with Tom Harrell appeared in the January 2004 issue. (Living Life on the Edge: An Interview with Tom Harrell, by Vern Seilert.)
As you mentioned, they've removed the articles published before 2012 from their website. The only way I know of to get them is to order their archive DVD, which contains all articles from the beginning in 1976 up to 2012. They charge $75 for this DVD archive.
