Far and away I like John Williams more but Hans Zimmer is great in his own right. Other favorite film composers:
Jerry Goldsmith
Bernard Herman (North by Northwest is a tour de force)
Eric Korngold
Elmer Bernstein (Magnificent Seven and others)
John Barry
Ennio Morracone

The music serves the movie. I don't like Philip Glass yet a couple of his soundtracks are wonderful fits to the films. Anyone for Mark Isham for mood? Or Miles' Davis "Ascenseur pour l'échafaud"? The soundtrack to Henry V by Patrick Doyle is wonderful. It's just kind of difficult to say "who's the best film composer"?

I think James Newton Howard is another good one. Not quite in the name recognition category of some of the others mentioned here, but talented.
