problems uploading an avatar pic

I have tried on several occasions to upload a nice small pic for my avatar but with no avail, including nearly an hours efforts this morning alone. I finally shrunk a pic down well below the 12kb size restriction for direct upload from my computer but still recieve an error notice that the file is too large. I have uploaded the same photo to photobucket and tried the various methods of linking that to the avatar upload link as well, without success. I know I am an old fart but I am very digital photo savvy being a part time photojockey, and not entirely computer illiterate either working for computer systems for 8+ hours on end each day during my medical practice.

So what stupid thing am I doing wrong, or is there an ongoing glitch that I keep running into? Below is the photobucket version I am trying to use, albeit in a somewhat bigger file than might be otherwise needed ( ):

Yup, as I said I tried using Paint to downsize the image by both pixels and percentage and again using each in sequence after the other, which theoretically ought to be multiplicative rather than just additive, all to no avail. Again not my first rodeo with photos and such. What bugs me most is that the website is supposed to use hosted images from photobucket as well but not for me, at least for my avatar. Works fine for me sending images to the boards, just not for my avatar.

Oh well, maybe I should just draw a stick figure.

Okay, tried three or four other minor graphics programs and finally got her down to an acceptable size, but still not quite sure what was different this time. Thanks all for the help and links.
