If someone, and the horn section they were in, were screwed out of money for a gig, would it be ethical to advertise the name of the band, names of the responsible parties, and applicable phone numbers?

No, it would not. You could mention them privately to people who ask -- but publicly badmouthing someone like that could get you into some trouble. Don't do it.
Having said that, what happened? Without the names, that is....
