No, I don't think they go out of their way at all. They just know they'll get away with it, and don't care what you or I think about it. They get the money, the musicians get gonged, and they drive off in their $300,000 car laughing all the way home.

Usually the management of a cultural institution are appointed by those who fund the institution, therefore the work for the interest of these people or organizations, and this is why they are not going away. It is obvious that they received an input to reduce the costs, and they are only doing it. Therefore the complaints should not go to the management, but to the funding entities, who are the real decision makers. The hundreds of thousands of dollars that these people are being paid are only crumbles if compared to the amount of cost reduction that they are seeking.

As i already said, the sad thing is that those who are going to suffer the most damage are those who have the less responsibility.
