I'm going to be spending a year in Germany starting in August and I was curious if any of you guys know what the jazz scene is like over there currently?

It's better than it is here. Many average sized + cities as well as universities have big bands as do a number of state-sponsored media stations. There are a lot of community bands as well as open jam sessions. At the nearby city where I lived, there was a performing venue that regularly had excellent, if not name, bands.

Just to illustrate, I played in a big band sponsored by a city school of music, a university big band, two community big-bands, and played in a monthly regional jam session that was attended by amateurs as well as some excellent professional players.
