I have an Anker charger similar to this.

This is my go to travel charger also. Saves carrying multiple chargers. It also comes in four port and USB C versions.

I have the newest Anker Powercore+ PD Battery and basically what happens is if the iPad is plugged into the battery, then the battery level will not drop. It will not go up either for that matter. I have used it for all day rehearsals with a 3 hour evening show with no problems at all.

I am slightly confused. The battery I highlighted in your post whose level doesn’t change is the iPad battery, not the Anker Powercore battery the iPad is plugged into, right?

Yes, the iPad battery will not go down while plugged into the Anker.

Yep. Apple wall brick that came with my iphone recently. Lesson learned. At least they're not terribly expensive.
