What target tempo would you suggest for the above mentioned Walter Smith Lip flexibility studies?

For context: I started these as proscribed in SA lesson 13. I started exercises 1&2 @100 bpm (quarter note) and progressed comfortably up to 144 over the course of two weeks. Now I am on lesson 14. These are not hard for me, I could easily double this tempo immediately and continue to get even faster, but it seems to me I am at a decent tempo to just relax and focus on smooth interval changes. What is the goal here?

I think you hit the nail on the head. Play them as quickly as you can (1) hit the right notes, and (2) play them evenly.
