I've been doing caruso for about 7 weeks now and everything was going well. My range was more solid and my endurance even improved a little. Then all of a sudden for the past week my range seems to have gotten worse and my endurance isn't any better. I'm following the four rules exactly as it says in the book. Is this normal?

How often are you doing the exercises? Are you practicing other things? When I've started new methods in the past I've overdone it due to enthusiasm. Make sure you're not overdoing the Caruso exercises and be sure to balance your practice with other things.

Practicing Caruso will definitely have it's periods of improvement and then times when things seem to go the other way with regards to the calisthenics. If your regular playing is going down hill then you probably need to seek out a Caruso instructor to take a look at what you're doing.

Give yourself 6 months for any meaningful muscular development to take place.

I'd recommend seeing a teacher just to make sure you're on the right track, unless you've done that already. A buddy of mine read the book, and then discounted the method because he didn't understand what exactly it is about. He's planning on seeing a Caruso teacher now.

I say this also because I recently had a few days where my range had taken a noticeable drop for apparently no reason and I was having to strain for unusually low extremes, though I was doing the calisthenics correctly.
The Caruso method may have fixed the problem given enough time, but my teacher was able to point out what was up right there. It wasn't unrelated to Caruso's pedagogy, but it wasn't in the rules. Problem solved.

Good luck!
