Your best bet for a detailed explanation (and this is true in general) is to search the site for "valve alignment"...

The short answer is that aligning valves lines up the holes (ports) in the valves with the holes in the horn's tubing, allowing the maximum amount of air to pass through. It makes a horn as free blowing as it can possibly be, though there are other ways to add resistance (valve caps, mouthpiece mass...) if you like.

Not too long ago I tried out a brand new Schilke Cornet fresh from the bubble rap. All 3 of the valve felts were about 1/8 " above the top of the valve cap. When I pulled the 2nd valve slide and depressed the 2nd valve, you could see the mis-alignment. However, the horn blew very free and open. If Schilke doesn't think it's all that important, than neither do I.

Definitely check out the Bob Reeves site. They have a special page on about their valve alignment - http://www.bobreeves.com/products/valvealignment/detailed/index.htm . Most people say Bob Reeves is the way to go, but you might be able to save some money with other service shops. I personally feel that if you're going to spend the money getting a valve alignment done and send the horn off, you might as well get it done right.
