I was wondering if anyone would know the year of a Martin Committee if the number on it was 170280.

Probably 1948 or 1949 based on the lists posted previously on TH, as per:

'48 and '49 are within the window of the ones that are considered by some to be among the "good ones", between 1947 to 1950.
