I'm not a good whistler but my range copes with most big band charts.
Don't get too over-concious with the use of the tongue, it should become more of a natural reaction.
It's link with the jaw, lips etc all work as one to reduce the cavity ie compressing the air.
If you touch your lips together lightly, try to blow air lightly saying Aaa Eee you should feel slight lip compression. Do this anywhere without the mpc/horn, it will become a rewarding habit.

"Play" is another word that means a lot of different things to different people. Play, to me, is a term that applies to music. So, yes, I play just under four octaves (from low F# to Eb, or so, above double C) of written stuff. I'm lucky to barely get 2 octaves whistling in the normal, traditional way. I have actually done whistling solos, but it has to stay within an octave.

I don't like to pay much attention to what my tongue, air, diaphragm or lips are doing. Just remember the story about the caterpillar. When he tried to figure out which foot would go first it paralyzed him. Don't think yourself out of becoming a good player.

I wouldn't worry too much about not be able to whistle. When you think of the whistling guys, think of a dark room.
