If the CIM email to Sachs really did 'assert'
"... that I had made a statement which I have never made."
then his choice to resign seems reasonable and justified.
If the email 'reported' that there were claims of such a statement, that might be another matter.
I'm surprised that an experienced CIM administrator would make such a strong 'assertion', especially if the purported 'statement' was in violation of CIM policy.

Judging from the email

that was supposedly sent from the board chair of the CIM, it appears that there are significant differences of opinion about the future direction for CIM between the current board members and various staff at CIM - but apparently without enough support to change that direction.
So, if current individuals feel they are being pushed into an objectionable direction, without means to make substantive changes, the reasonable action for them is to resign.
From the tone of the email, it appears the option is to 'put up, and shut up' or leave.
